Developing the institutional capacity and the human resources in Bulgarian public institutions, local and regional authorities through cooperation and transfer of knowledge with similar institutions and authorities in Norway is an objective of the Capacity-building and Institutional Cooperation Programme, which was launched in Sofia on 28 February 2013. With €1.8 billion in funding available for 15 countries and 144 programmes, success depends on many factors. Improved risk management is at the heart of the strategy to ensure even better results for the EEA and Norway Grants in the years to come. Финансовият механизъм на Европейското икономическо пространство (ЕИП) и Норвежкият финансов механизъм 2009 – 2014 г. бяха официално открити в България на 12 септември 2012 г. в присъствието на държавния секретар от Министерство на външните работи на Кралство Норвегия г-жа Грю Ларшен и българския министър по управление на средствата от ЕС г-н Томислав Дончев.
